- Penelitian ini dilatarbelakangi oleh permasalahan pemerintah pusat ke bawah yang seharusnya memberikan pembinaan terhadap masyarakat agar pemberdayaan tercapai dengan baik, tetapi faktanya aktivitas pemberdayaan masyarakat yang diberikan oleh Pemerintah Kabupaten belum maksimal. Pariwisata Potensi Lokal dalam penelitian ini adalah Kampung Kopi Rigis Jaya Air Hitam, 12 dari 18 item pembinaan pemerintah daerah kepada pemerintahan desa tidak dilaksanakan dengan baik terbukti tidak adanya jenis kegiatan yang dilakukan oleh pemerintah. Oleh karena itu, perlu dilakukan penelitian mengenai peningkatan kapasitas kelembagaan pemerintah daerah dalam pemberdayaan masyarakat di kecamatan dan kelurahan/desa. Mengingat kapasitas kelembagaan pemerintah daerah dalam pengembangan wisata lokal di desa Rigis Jaya masih banyak dijumpai kelemahan sehingga belum dapat memenuhi kualitas yang diharapkan masyarakat. Penelitian ini menggunakan metode analisis deskriptif dengan pendekatan kuantitatif. Dimana penelitian ini berusaha mendeskripsikan suatu gejala, peristiwa dan kejadian yang terjadi pada saat sekarang dimana peneliti berusaha memotret peristiwa dan kejadian yang menjadi pusat perhatian untuk kemudian digambarkan sebagaimana adanya. Pendekatan yang digunakan dalam penelitian dengan cara mengukur indikator-indikator variabel penelitian sehingga diperoleh gambaran diatara variabel-variabel tersebut. Hasil penelitian menunjukkan bahwa ada pengaruh yang positif pemberdayaan masyarakat oleh pemerintah daerah terhadap pengembangan pariwisata potensi lokal Kampoeng Kopi Rigis Jaya Kecamatan Air Hitam. Hal ini terlihat dari tingkat partisipasi dalam perencanaan, pelaksanaan, pemanfaatan dan evaluasi melaksanakan MDK dalam kategori tingkat partisipasi tinggi (kolaborasi). Kata Kunci : Pemberdayaan Masyarakat, Potensi Lokal, Partisipasi abstract This research is motivated by the problems of the central government down which should provide guidance to the community so that empowerment is achieved well, but the fact is that community empowerment activities provided by the District Government have not been maximized. Local Potential Tourism in this research is Kampung Rigis Jaya Air Hitam, 12 out of 18 items of local government coaching to the village government were not implemented properly as evidenced by the absence of types of activities carried out by the government. Therefore, it is necessary to conduct research on increasing the capacity of local government institutions in community empowerment in sub-districts and villages / villages. Given the institutional capacity of the local government in the development of local tourism in the village of Rigis Jaya there are still many weaknesses that have not been able to meet the quality expected by the community. This research uses descriptive analysis method with quantitative approach. Where this study tries to describe a phenomenon, events and events that occur at the present time where researchers try to photograph the events and events that are the center of attention and then described as they are. The approach used in research by measuring the indicators of research variables in order to obtain an overview among these variables. The results showed that there was a positive influence on community empowerment by the regional government on the development of local tourism potential of Kampoeng Kopi Rigis Jaya, Air Hitam District. This can be seen from the level of participation in planning, implementing, utilizing and evaluating implementing MDK in the high participation level category (collaboration).
