- Masalah dalam penelitian dan pengembangan ini yaitu pendidik belum mengembangkan instrumen penilaian berbasis HOTS. Oleh karena itu, penelitian ini bertujuan mengembangkan instrumen penilaian berbasis HOTS yang layak secara teori dan empirik pada pembelajaran tematik terpadu peserta didik kelas IV SD. Jenis penelitian yang digunakan adalah penelitian dan pengembangan (research and development). Populasi penelitian ini adalah peserta didik kelas IV SD Gugus Raden Intan Kecamatan Seputih Banyak Kabupaten Lampung Tengah, Lampung. Sampel ditentukan menggunakan teknik purposive sampling sebanyak 20 peserta didik kelas IV SD Negeri 3 Swastika Buana, 15 peserta didik kelas IV SD Negeri 1 Swastika Buana, 13 peserta didik kelas IV SD Negeri 1 Sakti Buana dan 16 peserta didik kelas IV SD Negeri 2 Sakti Buana. Data dikumpulkan melalui lembar angket dan soal tes. Hasil penelitian menunjukkan bahwa instrumen penilaian yang dikembangkan layak secara teori dan empirik. Kelayakan secara teori instrumen penilaian berdasarkan penilaian dari 3 ahli termasuk dalam kategori sangat baik, relevan, representatif, praktis, diskriminatif, spesifik, dan proporsional. Kelayakan secara empirik instrumen penilaian berdasarkan analisis butir soal pilihan ganda dan uraian adalah seluruh soal telah valid dan memiliki reliabilitas tinggi. Kata Kunci: HOTS, instrumen penilaian, tematik terpadu. A large body of data concerning the importance of higher order thinking skills (HOTS) in education has been reported. However, many teachers have not yet developed their HOTS-based assessment instruments. Therefore, this study was aimed at developing a higher order thinking skills (HOTS)-based test instrument that is empirically and theoretically feasible for integrated thematic learning of the fourth-grade students in elementary schools. This study was conducted through a Research and Development (R&D) methodology with a population of fourth-grade students in elementary schools in Seputih Banyak Sub-district, Central Lampung by using a purposive sampling. A total of 64 participants took part in this study. Twenty of them were students of SD Negeri 3 Swastika Buana, fifteen were students of SD Negeri 1 Swastika Buana, thirteen were from SD Negeri 1 Sakti Buana, and the rest were from SD Negeri 2 Sakti Buana. The data were collected by using questionnaires and tests. The results show that the test instrument developed was theoretically feasible based on the judgement made by three experts. This fell into very good categoryand was relevant, representative, practical, descriminatory, specific and proportional. Besides, the empirical feasibility of the assessment instrument was based on the multiple-choice items and essay questions analyses, which were valid with high reliability.
