- Masalah kemiskinan di Kota Bandar Lampung penting untuk dituntaskan dalam upaya pencapaian Tujuan Pembangunan Berkelanjutan (Sustainable Development Goals/SDGs). Upaya mendorong SDGs adalah melalui pemberian program Bantuan Pangan Nontunai (BPNT) kepada masyarakat miskin. Pelaksanaan BPNT di Kota Bandar Lampung dimulai tahun 2016 namun pada proses penyaluran terjadi masalah saldo nol yang tinggi di Kecamatan Bumi Waras. Penelitian ini bertujuan untuk mengevaluasi pelaksanaan BPNT di Kota Bandar Lampung khususnya di Kecamatan Panjang dan Kecamatan Bumi Waras. Penelitian ini menggunakan jenis penelitian deskriptif denganpendekatan kualitatif. Berdasarkan hasil penelitian, pelaksanaan BPNT di Kecamatan Panjang dan Kecamatan Bumi Waras sesuai dengan mekanisme tahapan pelaksanaan berdasarkan ketentuan Peraturan Menteri Sosial Republik Indonesia nomor 11 tahun 2018 tentang penyaluran BPNT. Hasil pelaksanaan BPNT berdasarkan tujuan program belum optimal karena terjadi peningkatan masalah saldo nol dan permasalahan teknis pelaksanaan yang tidak sesuai. Selain itu evaluasi yang dilakukan terhadap pelaksanaan BPNT berdasarkan 6 aspek, kecukupan dan ketepatan program sudah cukup baik. Selain itu aspek efektivitas tujuan masih kurang baik, efisiensi waktu penyaluran dan jumlah e-warong yang belum baik, responsivitas permasalahan lambat, dan perataan penerima yang masih kurang baik. Untuk mendukungpelaksanaan program BPNT di tahun selanjutnya agar terlaksana sesuai dengan tujuan program maka perlu adanya perbaikan mekanisme pelaksanaan dan penyelesaian permasalahan. Dengan demikian, program BPNT sebagai upaya mendorong pencapaian SDGs pada poin penghapusan masalah kemiskinan di Kecamatan Panjang dan Kecamatan Bumi Waras Kota Bandar Lampung menjadi lebih optimal. Kata Kunci:Evaluasi, Program BPNT, Pembangunan Berkelanjutan The problem of poverty in the city of Bandar Lampung is important to complete in an effort to achieve the Sustainable Development Goals (SDGs). Efforts to encourage SDGs are through the provision Noncash Food Assistance Program (BPNT) to the poor society. The implementation of BPNT in Bandar Lampung City began in 2016 but in the distribution process there was a high zero balance problem in the Bumi Waras District. This study aims to evaluate the implementation of BPNT in Bandar Lampung City especially in Panjang Subdistrict and Bumi Waras Subdistrict. This research uses descriptive research with a qualitative approach. Based on the results of the research, the implementation of BPNT in Panjang Subdistrict and Bumi Waras Subdistrict is suitable with the implementation mechanism based on Regulation of the Minister of Social Affairs Republic Indonesia number 11 in 2018 about the distribution of BPNT. The results of BPNT implementation based on program goalswas not optimal because there are increasing of zero balance problems and improper technical implementation problems. In addition, evaluations implementation of BPNT were based on 6 aspects, the adequacy and accuracy of the program was quite good. In addition, the effectiveness aspects of the objectives are still not good, inefficiency of the distribution time and the number of e-warong, the problem responsiveness is slow, and the recipient leveling is still not good. To support the implementation of the BPNT program in the following year so that it is implemented in accordance with the program objectives, it is necessary to improve the mechanism of implementation and problem solving. Thus, the BPNT program as an effort to encourage the achievement of the SDGs on the point of eliminating poverty problem in Panjang Subdistrict and Bumi Waras Subdistrict Bandar Lampung City become more optimal.
