terbesar di Indonesia yang memiliki andil dalam perjalanan bangsa, salah satunya
dalam hal politik. Pemilihan umum Presiden dan Wakil Presiden 2019 kembali
melibatkan salah satu tokoh penting NU yaitu Ma’ruf Amin sebagai calon Wakil
Presiden mendampingi Joko Widodo. Publik meragukan suara NU dalam Pilpres
2019 dikarenakan faktor historis, kekalahan Hasyim Muzadi dan Salahuddin
Wahid dalam Pilpres 2004 adalah indikasi tidak solidnya elemen struktural dan
kultural dalam tubuh NU. NU Bandar Lampung adalah cabang tertua di Lampung
sejak tahun 1964 dengan keunikan warganya yang heterogen. Tujuan penelitian
ini adalah untuk mengetahui bagaimana budaya politik, partisipasi politik, dan
sikap politik warga NU Bandar Lampung dalam menyikapi pencalonan Ma’ruf
Amin sebagai calon wakil presiden pada pemilihan Presiden dan Wakil Presiden
2019. Teori yang digunakan dalam penelitian ini adalah teori budaya politik
(Almond dan Verba), partisipasi politik (Milbrath dan Goel), dan teori sikap (Abu
Ahmadi). Penelitian ini menggunakan metode kombinasi dengan model
concurrent embedded. Hasil penelitian menunjukkan, budaya politik warga NU
struktural adalah partisipan dan warga NU kultural adalah subjek-partisipan,
partisipasi politik warga NU struktural adalah pemain dan warga NU kultural
adalah penonton, sikap politik warga NU struktural menunjukan sikap positif
(mendukung) dan kultural sebagian besar 65-99% positif (mendukung), 1-25%
netral atau belum menentukan pilihan dan sisanya 0-10% bersikap negatif (tidak
mendukung) terhadap pencalonan Ma’ruf Amin dikarenakan ikatan emosional
(hubungan kiai-santri), latar belakang (Pilpres 2019 dimaknai sebagai perjuangan
idiologi NU), dan persamaan prinsip (kebijaksanaan dalam mengambil
keputusan).

ABSTRACT

Nahdlatul Ulama (NU) is the largest social organization of religious communities
in Indonesia that has a stake in the nation's journey, one of which is political. The
2019 President and Vice President general election again involved one of NU's
important figures, Ma'ruf Amin, as a candidate for Vice-President to accompany
Joko Widodo. The public doubted NU's voice in the 2019 Presidential Election
due to historical factors, the defeat of Hasyim Muzadi and Salahuddin Wahid in
the 2004 Presidential Election was an indication of the solid structural and cultural
elements in NU's body. NU Bandar Lampung is the oldest branch in Lampung
since 1964 with the uniqueness of its heterogeneous citizens. The purpose of this
study was to find out how political culture, political participation, and the political
attitude of the citizens of Bandar Lampung NU in addressing the nominations of
Ma'ruf Amin as candidates for vice president in the 2019 president and vice
presidential election. this is the theory of political culture (Almond and Verba),
political participation (Milbrath and Goel), and the theory of attitude (Abu
Ahmadi). This study uses a combination method with models concurrent
embedded. The results showed that the NU's structural political culture was that
participants and cultural NU citizens were subject-participant, the political
participation of structural NU citizens was cultural players and NU citizens were
spectators, the political attitudes of NU residents showed a positive (supportive)
and cultural attitude 65 -99% positive (supportive), 1-25% neutral or not yet
determined and the remaining 0-10% were negative (not supportive) towards the
nomination of Ma’ruf Amin due to emotional ties (kiai-santri relations),
background (Pilpres) 2019 is interpreted as NU's ideological struggle), and
principle equality (wisdom in making decisions).
