- Menjelang Pemilu 2019, terjadi polemik atas ketentuan persyaratan verifikasi partai politik (parpol) sebagai calon peserta Pemilu Tahun 2019. Penelitian ini bertujuan untuk mengetahui: a) bagaimana implementasi kebijakan verifikasi parpol calon peserta Pemilu 2019 oleh KPU Kota Bandar Lampung. b) kendala yang dihadapi dalam pelaksanaan verifikasi parpol peserta Pemilu 2019 oleh KPU Kota Bandar Lampung. Tipe penelitian deskriftif kualitatif, sumber data berupa wawancara dengan informan, dokumen kepustakaan dan hasil penelitian secara ilmiah. Hasil penelitian menunjukkan bahwa implementasi kebijakan verifikasi parpol oleh KPU Kota Bandar Lampung dilaksanakan berdasarkan pada tahapan pendaftaran, verifikasi dan penetapan parpol peserta Pemilu. Gugatan terhadap penerapan aplikasi Sipol pada tahapan pendaftaran parpol, sehingga KPU Kota Bandar Lampung menerima pendaftaran kembali oleh parpol PKPI, PBB dan Idaman pasca putusan Bawaslu. Verifikasi faktual oleh parpol baru yaitu: Perindo, PSI, Berkarya dan Garuda telah berjalan pada tahapan perbaikan keanggotaan bersamaan dengan terbitnya putusan Mahkamah Konstitusi terhadap uji materi Undang-Undang Pemilu 2017. Perubahan mekanisme pelaksanaan verfak keanggotaan oleh 12 parpol peserta Pemilu 2014 disesuaikan, oleh karena dewan parlemen khawatir akan menganggu pada jadwal penetapan parpol peserta Pemilu 2019. Jika sebelumnya anggota parpol di verfak oleh KPU dengan menggunakan metode sampling melalui data Sipol, peraturan berubah menjadi kewenangan pimpinan parpol dalam menentukan dan menghadirkan anggotanya dikantor parpol. Tidak didukungannya anggaran serta keterbatasan waktu pelaksanaan verifikasi parpol menjadi dasar pertimbangan KPU. Kendala dalam pelaksanaan verifikasi parpol, sumberdaya manusia dalam penggunaan Sipol, ganguan jaringan serta dukungan infrastruktur yang belum memadai, tim verifikator menemukan banyaknya ketidaksesuaian data dilapangan KTPe dengan KTA, persyaratan kelengkapan dokumen atas kepemilikan kantor serta adanya dualisme kepengurusan pada Partai Hanura. Kata Kunci: Partai Politik, Gugatan, Verifikasi, Sipol ABSTRACT Toward the Elections 2019, many polemics emerge on requirements the verification of political parties (political party) as a candidate participants of Elections 2019. The objectives of this study are to explain: a) how the policy of implementation verification of political parties participant candidate in the Elections 2019 by the General Election Commission of Bandar Lampung. b) problems faced in the implementation of verification of political parties participant in the Elections 2019 by KPU of Bandar Lampung City. Type of this research is qualitative descriptive, the data sources came from the interviews with informants, library documents and scientific research results. The results showed that the implementation of political parties verification policies by KPU of Bandar Lampung City was carried out based on the stages of registration, verification and determination of political parties participating in the Elections . Claims against the Sipol applications at the registration stage of political parties, as of the KPU of Bandar Lampung City receives a re-registration by PKPI, Idaman political parties as the Bawaslu decision. Factual verification by new political parties, such as: Perindo, PSI, Berkarya and Garuda has been running at the stage of membership improvement along with the issuance of the Constitutional Court's ruling on the 2017 Election Law material test. The changes of verfak mechanism of 12 political parties of Election 2014 has been adjusted because the Parliamentary Council is worried will disturb the schedule of the political parties participants determination in Election 2019. Previously, the political parties was factually verified by KPU using a sampling method through the data of Sipol, regulatory changes under the authority of the leadership of political parties in determining and presenting members of political parties at the office. Unsupported budget and the limited time for implementing political party verification are the basis of the KPU's consideration. Constraints in the implementation of political party verification, human resources in the use of Civil Servants, network disturbances and inadequate infrastructure support, the verification team found a large number of mismatched data in the field of KTPe with KTA, the requirements for documents completion on office ownership and the dualism of stewardship in the Hanura Party.
