- ABSTRAK NETRALITAS KEPALA DESA DALAM PEMILIHAN GUBERNUR PROVINSI LAMPUNG TAHUN 2018 (Studi Pada Desa Siliwangi Kecamatan Sukoharjo Kabupaten Pringsewu) OLEH SUDARMA ROMADON Provinsi Lampung telah melakukan pemilihan Gubernur pada tahun 2018. Pada pelaksanaan pemilihan terdapat kepala Desa Siliwangi tidak netral dan cenderung memihak, seharusnya tidak terlibat terlibat kampanye politik, memobilisasi masyarakat untuk mendukung salah satu pasangan calon Kepala Daerah. Penelitian ini bertujuan untuk melihat penyebab ketidak netralan kepala desa. Metode penelitian yang digunakan ialah deskriptif kualitatif. Pengumpulan data dengan wawancara, dan studi dokumentasi. Hasil penelitian menunjukan bahwa ada dua faktor penyebab kepala desa tidak netral yang memiliki kesesuain dengan pemikiran Hollyson yaitu faktor internal yang terdapat tiga indikator yaitu, budaya patron-client memiliki pengaruh yang sangat besar dalam netralitas kepala desa, motivasi meraih jabatan profesionalitas yang rendah menyebabkan kepala dusun mudah terpolitisasi, hubungan kekeluargaan membuat kepala desa mudah terpolitisasi baik karena kedekatan emosional, hubungan biologis yang sama. Faktor eksternal terdapat dua indikator yaitu, politisasi elit politik telah mengintervensi kepala desa untuk memobilisasi massa dan intervensi partai politik menekan kepala desa yang memiliki pengaruh yang cukup besar untuk memobilisasi massa secara terselubung kepala desa menjadi tim sukses yang dikendalikan oleh partai politik. Berdasarkan indikator tersebut, peneliti berasumsi bahwa untuk menjaga netralitas kepala desa di butuhkan adanya profesionalitas dan komitmen sebagai public service untuk membatasi diri dari kepentingan politik. ABSTRACT NEUTRALITY OF VILLAGE HEADS IN THE ELECTION OF THE GOVERNOR OF LAMPUNG PROVINCE IN 2018 (Study on Siliwangi Village, Sukoharjo District, Pringsewu District) BY SUDARMA ROMADON Lampung Province has conducted a Governor election in 2018. During the election there was the head of Siliwangi Village who was not neutral and tended to take sides, should not be involved in political campaigns, mobilize the community to support one of the candidates for the Regional Head. This study aims to look at the causes of village head neutrality. The research method used is qualitative descriptive. Data collection with interviews and documentation studies. The results showed that there were two factors that caused the village head not to be neutral who had conformity with Hollyson's thinking, namely internal factors, there were three indicators, namely the patron-client culture had a great influence on the village head's neutrality, the motivation to get a low professional position caused the hamlet head easily politicized, family relations make village heads easily politicized both because of emotional closeness, the same biological relationship. External factors have two indicators, namely, the politicization of the political elite has intervened with the village head to mobilize the masses and the intervention of political parties presses the village head who has considerable influence to covertly mobilize the masses the village head becomes a success team controlled by political parties. Based on these indicators, researchers assume that to maintain the neutrality of the village head there is a need for professionalism and commitment as a public service to limit themselves to political interests.
