- Pelaksanaan fungsi legislasi Dewan Perwakilan Rakyat Daerah Kota Pagaralam belum terlaksana dengan maksimal, kondisi ini dapat dilihat dari rancangan peraturan daerah inisiatif Dewan Perwakilan Rakyat Daerah Kota Pagaralam yang belum sesuai dengan harapan. Berdasarkan rumusan masalah yang dibuat, maka tujuan penelitian ini untuk mengetahui faktor penghambat kinerja legislasi Dewan Perwakilan Rakyat Daerah Kota Pagaralam. Kinerja Dewan Perwakilan Rakyat Daerah Kota Pagar Alam dalam pembuatan Peraturan Daerah memiliki beberapa faktor yang mempengaruhinya, adapun faktor-faktor yang mempengaruhi kinerja legislasi meliputi: a) Faktor sumber daya manusia, b) Faktor data dan informasi, c) Faktor pengalaman. Metodelogi penelitian yang digunakan dalam penelitian ini yaitu kualitatif deskriptif yang menggunakan metode observasi, wawancara dan dokumentasi dalam proses pengambilan data penelitian. Hasil penelitian menunjukkan bahwa faktor sumber daya manusia menjadi faktor utama yang mempengaruhi tidak maksimalnya kinerja legislasi Dewan Perwakilan Rakyat Daerah Kota Pagaralam dari 25 anggota anggota DPRD Kota Pagaralam terdiri dari 8 anggota DPRD lulusan SMA, 14 anggota DPRD lulusan strata 1 yang mempunyai basic keilmuan sarjana hukum 4 orang, sarjana ekonomi 8 orang, sarjana pendidikan 1 orang, sarjana komputer 1orang dan 3 anggota DPRD lulusan strata 2 jika dilihat dari data tersebut latarbelakang pendidikan tidak relevan dalam melaksanakan kinerja legislasi. Rekomendasi penelitian perlu adanya pelatihan tentang fungsi legislasi untuk meningkatan kapasitas anggota Dewan Perwakilan Rakyat Daerah Kota Pagaralam dan menyelenggarakan kerjasama dengan institusi lain seperti pihak akademisi dari perguruan tinggi. Kata kunci : Penghambat, Kinerja, Dewan Perwakilan Rakyat Daerah. abstract Implementation of the legislative function of the Regional House of Representatives of Pagaralam City has not been carried out maximally, this condition can be seen from the draft regional regulation initiative of the Regional House of Representatives of Pagaralam City which has not been in line with expectations. Based on the formulation of the problem made, the purpose of this study is to determine the inhibiting factors of the legislative performance of the Regional Representative Council of Pagaralam City. The performance of the Regional Representative Council of the City of Pagar Alam in making Regional Regulations has several factors that influence it, while the factors that influence the performance of legislation include: a) Factors of human resources, b) Factors of data and information, c) Experience factors. The research methodology used in this study is descriptive qualitative that uses the method of observation, interviews and documentation in the research data collection process. The results showed that the human resource factor was the main factor affecting the maximum performance of the legislative assembly of the Regional House of Representatives of Pagaralam City from 25 members of the Regional Representative Council of Pagaralam City consisting of 8 members of high school graduates, 14 members of graduate level 1 having basic scientific undergraduate law 4 people, 8 undergraduate economics, 1 undergraduate education, 1 person undergraduate computer and 3 strata 2 graduates if viewed from these data educational background is irrelevant in implementing legislative performance. Research recommendations need training in the legislative function to increase the capacity of members of the Regional Representative Council of Pagaralam City and to collaborate with other institutions such as academics from universities.
