- Kabupaten Mesuji merupakan salah satu daerah yang rentan terjadi konflik pertanahan di Provinsi Lampung. Salah satunya konflik pertanahan PT. Prima Alumga dengan masyarakat Sungai Cambai, konflik terjadi sejak tahun 2011 dan konflik selesai pada tahun 2016. Dalam resolusi konflik khususnya DPRD Kabupaten Mesuji dan BPN Kabupaten Tulang Bawang, melakukan negosiasi dan mediasi kepada pihak PT. Prima Alumga dan masyarakat Sungai Cambai. Berkenaan dengan permasalahan tersebut, maka penelitian ini ditujukan untuk mengetahui, solusi pemerintah daerah dalam resolusi konflik dan dampak konflik. Adapun metode penelitian yang digunakan metode kualitatif deskriptif, jenis datanya data primer dan sekunder yang diperoleh dengan menggunakan metode wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa resolusi yang dilakukan Pemerintah Daerah Mesuji yaitu berupa negosiasi, anggota DPRD meminta pihak masyarakat dan perusahaan untuk hadir dalam musyawarah. Negosiasi yang dilaksanakan masyarakat Desa Sungai Cambai meminta lahan seluas 2000 Ha. Pihak PT. Prima Alumga memberikan dengan syarat biaya atau proses perubahan kepemilikan akan menjadi beban Koperasi Mitra yang telah ditetapkan. Mediasi yang dilakukan Pemerintah terhadap masyarakat Desa Sungai Cambai dan PT. Prima Alumga yaitu solusi yang diberikan oleh pemerintah dengan cara mempertemukan kedua belah pihak yang berkonflik untuk mencari solusi supaya konflik ini selesai dan dalam mediasi disepakati penyelesaian konflik dengan kemitraan berupa lahan dan buah kelapa sawit. Konflik telah menimbulkan dampak positif dan negatif. Dampak positif yaitu bertambahnya solidaritas in-group, membuat berbagai pihak menyadari ada banyak masalah. Dampak negatif yaitu kerugian secara materil yang dialami pihak perusahaan berupa pencurian, pengrusakan fasilitas perusahaan milik PT. Prima Alumga. Kata kunci: konflik, resolusi konflik, dampak konflik. abstract Mesuji Regency is one of the areas prone to land conflicts in Lampung Province. One of them is the land conflict of PT. Prima Alumga with the Cambai River community, the conflict occurred since 2011 and the conflict was completed in 2018. In conflict resolution, especially the Mesuji Regency DPRD and the Tulang Bawang Regency BPN, negotiated and mediated with PT. Prima Alumga and the Cambai River community. With regard to these problems, this research is intended to find out, the solution of local governments in conflict resolution and the impact of conflict. The research method used is descriptive qualitative method, the type of data is primary and secondary data obtained by using interviews, observation, and documentation. The results of the study showed that the resolution carried out by the Mesuji Regional Government was in the form of negotiations, DPRD members asked the public and companies to attend the deliberations. Negotiations carried out by the Cambai River Village community demanded 2000 hectares of land. PT. Prima Alumga provides that the terms of the cost or process of change of ownership will be the burden of the established Cooperative Partners. The mediation carried out by the Government towards the people of Sungai Cambai Village and PT. Prima Alumga is a solution provided by the government by bringing together the two conflicting parties to find a solution so that this conflict is completed and in the mediation agreed upon to resolve the conflict with a partnership in the form of oil palm fruit and fruit. Conflict has positive and negative impacts. The positive impact is the increase in in-group solidarity, making various parties realize there are many problems. The negative impact is the material loss experienced by the company in the form of theft, destruction of company facilities owned by PT. Prima Alumga.
