- Penyelenggaraan pelayanan publik yang dilakukan pemerintah dinilai belum memuaskan. Ini ditandai dengan banyaknya pengaduan dari masyarakat. Dalam UU No. 37 Tahun 2008 tentang Ombudsman RI, Ombudsman sebagai lembaga negara pengawas pelayanan publik bertugas menindaklanjuti laporan maladministrasi penyelenggaraan pelayanan publik. Permasalahan dalam penelitian adalah: (1) Bagaimanakah peran Ombudsman RI Perwakilan Provinsi Lampung dalam penyelesaian laporan atas dugaan maladministrasi penyelenggaraan pelayanan publik? (2) Apakah yang menjadi faktor penghambat peran Ombudsman RI Perwakilan Provinsi Lampung dalam penyelesaian laporan atas dugaan maladministrasi penyelenggaraan pelayanan publik? Penelitian dilakukan melalui pendekatan normatif empiris dengan data primer, sekunder dan tersier, dimana masing-masing data diperoleh dari penelitian studi lapangan dan kepustakaan, analisis data dilakukan secara kualitatif. Berdasarkan hasil penelitian, peran Ombudsman RI Perwakilan Provinsi Lampung dalam penyelesaian laporan atas dugaan maladministrasi penyelenggaraan pelayanan publik dilaksanakan sesuai Peraturan Ombudsman No. 30 Tahun 2018 tentang Susunan Organisasi dan Tata Kerja Asisten Ombudsman RI. Peran tersebut dilaksanakan sebagai konsultator, verifikator; investigator, klarifikator, penyusun konsep rekomendasi; mediator, konsiliator, ajudikator; serta pihak pelaksana monitoring dan kepatuhan. Beberapa faktor penghambat penyelesaian laporan atas dugaan maladministrasi penyelenggaraan pelayanan publik oleh Ombudsman yaitu kurangnya SDM, minimnya anggaran, belum teratur jadwal investigasi reguler, kurang mendapat antusiasme masyarakat, terlapor kurang mematuhi hasil rekomendasi, kurangnya pemahaman penyelenggara pelayanan publik terhadap UU No. 25 Tahun 2009 tentang Pelayanan Publik. Saran dalam penelitian adalah: (1) Ombudsman berupaya untuk meningkatkan SDM, (2) Penanganan laporan pelapor hendaknya ditindaklanjuti dengan tuntas sehingga terdapat penyelesaian kedua pihak, (3) Ombudsman pusat melakukan pengawasan langsung mengenai kinerja dan minimnya anggaran, (4) Memperjelas hukum Ombudsman dalam menindaklanjuti laporan. Kata Kunci: Peran Ombudsman, Laporan Maladministrasi, Pelayanan Publik THE ROLE OF OMBUDSMAN IN LAMPUNG’S PROVINCE DELEGATIONS OF INDONESIAN REPUBLIC IN SOLVING THE REPORT OF MALADMINISTRATION IN PUBLIC SERVICE MANAGEMENT The management of public service that has been done by the government can be assume not satisfying. This can be indicated by many of the report of unsatisfied people. UU number 37 in year 2008 about Ombudsman of Indonesian Republic, Ombudsman as state institution public service supervisor on duty follow up maladministration reports in public service management.The problems within this research were: (1) How is the role of Ombudsman In Lampung’s Province Delegations of Indonesian Republic in solving the report of maladministration in public service management? (2) What factor that can be count as the obstacle for the role of Ombudsman In Lampung’s Province Delegations of Indonesian Republic in solving the report of maladministration in public service management? This research is done by doing some normative empirical approach with primary data, secondary and tertiary, which each one of those data is obtained from field study and literature review, the analysis of data is done on qualitative method. Based on the result of the research, the role of Ombudsman In Lampung’s Province Delegations of Indonesian Republic in solving the report of maladministration in public service management is consistent with the Ombudsman Regulation number 30 in year 2018 concerning the Organizational Structure and Work Procedure of the Indonesian Ombudsman Assistant. This role is carried out as a consultant and verifier; investigators, clarificators, drafters of recommendation concepts; mediator, conciliator, adjudicator; as well as monitoring and compliance parties. Several factor that can be count as the obstacle in solving the report of maladministration in public service management by ombudsman is the lack of human resources, lack of budget, the schedule that is not yet well organized on the regular investigation, the lack of people enthusiasm, the reported party does not comply with the recommendation, the lack of understanding the management of public service on UU number 25 in year 2009 about public service. The suggestion on this research were: (1) Ombudsman strive in order to increase the quality and quantity of the human resources, (2) In addition on handling the report of the reporter, Ombudsman should follow up thoroughly so there is a settlement of both parties, (3) The Central of Ombudsman conducts direct supervision of performance and lack of budget, (4) Clarify the law of Ombudsman in following upon reports.
