- Penelitian ini bertujuan untuk mengetahui dan menganalisis secara jelas implementasi strategi Sistem Pelayanan Informasi dan Perizinan Investasi Secara Elektronik Dinas Penanaman Modal dan PTSP dalam meningkatkan Investasi di Provinsi Lampung. Penelitian ini dilatarbelakangi oleh peranan sektor publik yang melemah di era globalisasi mengakibatkan rendahnya minat investor dan sistem pelayanan yang masih berbelit sehingga perkembangan Nilai Persetujuan Investasi di Priovinsi Lampung baik PMA maupun PMDN mengalami penurunan yang drastis di tahun 2017 meskipun Badan Koordinasi Penanaman Modal bersama Dinas Penanaman Modal dan PTSP meluncurkan Program pelayanan terpadu satu pintu melalui Sistem Pelayanan Informasi dan Perizinan Investasi Secara Elektronik (SPIPISE) sejak tahun 2016 lalu. Penelitian ini berfokus pada 4 hal pokok mengenai implementasi yang menjadi perhatian peneliti yakni: Program yang berkaitan dengan bagaimana pelaksanaan pelayanan terpadu satu pintu menggunakan perangkat SPIPISE; anggaran yang berkaitan dengan ketersediaan dana yang dimiliki oleh Dinas Penanaman Modal dan PTSP Provinsi Lampung untuk mendukung program; Prosedur yang berkaitan dengan Sistem Operasional Prosedur berisi rincian berbagai aktivitas yang diperlukan dalam menyelesaikan program; serta kendala yang terjadi saat menjalankan implementasi strategi melalui program ini. Hasil dari penelitian ini ialah implementasi strategi berjalan dengan baik namun kurang maksimal dan masih terdapat kendala yang mempengaruhi kinerja Dinas PM-PTSP saat menjalankan program sehingga memberikan efek yang signifikan terhadap tujuan pengadaan program ini yaitu meningkatkan investasi di Provinsi Lampung Saran peneliti untuk implementasi strategi sistem pelayanan informasi dan perizinan investasi secara elektronik Dinas Penanaman Modal dan PTSP dalam meningkatkan Investasi Provinsi Lampung adalah melaksanakan sosialisasi tentang SPIPISE ini ke masyarakat umum sehingga para pelaku usaha lebih mudah untuk mengajukan perizinan secara elektronik, Peningkatan anggaran dan fasilitas sarana prasarana penunjang SPIPISE. Kata Kunci : SPIPISE, Nilai Investasi, PTSP, Implementasi Strategi ABSTRACT This study aims to find out and analyze clearly the implementation of the strategy of the Information Service System and Electronic Investment Licensing of the Investment Service and PTSP in increasing the Value of Investment in Lampung Province. This research is motivated by the weakening role of the public sector in the globalization era resulting in low investor interest and service systems that are still entangled so that the development of Value of Investment Approval in Lampung Province has decreased drastically in 2017 although BKPM RI and Lampung Provincial Investment and PTSP Service launched the Program integrated service uses the Information Service System and Electronic Investment Licensing (SPIPISE) since 2016. This study focuses on 4 main things about implementation that are of concern to researchers, namely: Programs related to how to implement a one-stop integrated service using SPIPISE devices; budget related to the availability of funds owned by the PM and PTSP of Lampung Province; Procedures relating to the Operating System Procedure contain details of various activities needed; as well as obstacles that occur when implementing strategy implementation through this program. The results of this study are that the implementation of the strategy works well but is not optimal and there are obstacles that affect the performance of the PMPTSP Department when the program is implemented so as to have a significant effect on the purpose of procuring this program namely increasing the investment value in Lampung Province. Researcher's suggestion for the implementation of an electronic information service system and investment licensing strategy for the Investment Service and PTSP in increasing the Investment Value of Lampung Province is to carry out the socialization of SPIPISE to the general public so that businesses are easier to apply for electronic licenses, Increasing budgets and supporting facilities of SPIPISE.
