Social reform</subject><subject>JS Local government Municipal government</subject><description>Kepala Desa dan Badan Permusyawaratan Desa (BPD) merupakan mitra kerja
yang bersinergi untuk kelancaran pelaksanaan pemerintahan desa. Tujuan
penelitian ini untuk mengetahui interaksi politik Badan Permusyawaratan Desa
(BPD) dan Kepala Desa dalam pelaksanaan pemerintahan desa di Desa Alai Utara
Kecamatan Lembak Kabupaten Muara Enim Provinsi Sumatera Selatan. Interaksi
diukur melalui indikator-indikator kerjasama, akomodasi, asimilasi, persaingan,
kontravensi, pertentangan, atau pertikaian. Penelitian ini menggunakan metode
deskriptif kualitatif dilakukan melalui wawancara dan observasi.
Hasil penelitian ini menunjukkan bahwa interaksi politik Badan Permusyawaratan
Desa (BPD) dan Kepala Desa buruk dalam pelaksanaan pemerintahan desa.
Kerjasama Badan Permusyawaratan Desa (BPD) dan Kepala Desa kurang
memberikan tawaran atau bentuk pemikiran dalam perumusan kebijakan sehingga
Badan Permusyawaratan Desa (BPD) kurang berpartisipasi. Akomodasi tidak
terjadi pada Badan Permusyawaratan Desa (BPD) dan Kepala Desa karena dari
kedua belah pihak tidak berupaya memberikan solusi. Sedangkan pada asimilasi
terjadi penurunan keaktifan dari pihak Badan Permusyawaratan Desa (BPD). Hal
ini dilihat dari minimnya partisipasi Badan Permusyaratan Desa (BPD) dalam
memberikan ide-ide kepada Kepala Desa. Selanjutnya pada persaingan,
kontravensi, pertentangan atau pertikaian tidak terjadi konflik yang serius antara
BPD dan Kepala Desa. Namun, terjadi pesaingan antara Badan Permusyawaratan
Desa (BPD) dan Kepala Desa. Misalnya Kepala Desa mendominasi dalam bentuk
kegiatan yang ada di desa dan tidak terbukanya Badan Permusyawaratan Desa
(BPD) dengan Kepala Desa dalam mengatasi masalah. Sehingga dampak yang
terjadi dari buruknya interaksi BPD dan Kepala Desa adalah pemerintahan yang
buruk penilaian ini dilihat dari kinerja pemerintah desa saat ini.

Abstrak Bahasa Inggris

Chief and Village Consultative Council (BPD) is a synergistic partner for the
smooth implementation of the village administration. The purpose of this study
was to determine the political interaction Village Consultative Council (BPD) and
village chief in the implementation of rural government in the village of North
Alai District of Lembak Muara Enim South Sumatra Province. Interaction is
measured through indicators of cooperation, accommodation, assimilation,
competition, contravention, conflict, or contention. This study used a qualitative
descriptive method through interviews and observations.
Research results indicate that political interaction Village Consultative Council
(BPD) and village chief badly in the implementation of the village administration.
Cooperation Village Consultative Council (BPD) and village chief are less deals
or form of thinking in policy formulation so that the Village Consultative Council
(BPD) to participate less. Accommodation does not occur in the Village
Consultative Council (BPD) and village heads because of both parties do not
attempt to provide a solution. While in the assimilation a decline in the activity of
the Village Consultative Council (BPD). It is seen from the lack of participation
of the Village Consultative Council (BPD) in giving ideas to the village chief.
Later in the competition, of contravention, conflict or dispute is not a serious
conflict between the Village Consultative Council (BPD) and village heads.
However, there competition between Village Consultative Council (BPD) and
village chief. For example, the Village Chief dominate in the form of activities in
the village and not transparent Village Consultative Council (BPD) with the Chief
Village in troubleshooting. So that the impacts that occur from poor interaction of
Village Consultative Council (BPD) and village chief are bad governance
assessment is seen from the performance of the current village government.

Kepala Desa dan Badan Permusyawaratan Desa (BPD) merupakan mitra kerja
