  • In reform era, there developed an aspiration to limit executive power by separating power between legislative and executive. In relation with this equal working relation, it would be interesting to discuss about Regional Legislative Representative (DPRD) to the regional government. Here, monitoring function to the regional government still important for evaluating the performance of regional government, especially in regional development. This research aimed to find out Malang Regional Legislative Representative monitoring activity to Malang Residence Regional Government activity, discuss about Malang Residence Regional Legislative Representative inhibition in monitoring, also analyzed and finding out the efforts taken to avoid the inhibition. In this research, the writer used descriptive approach. Descriptive approach was describing, summarizing all condition, situation, or each variables. In data collection, the writer used observation, interview, and documentation method. In this research, the writer used qualitative data analysis. Qualitative data analysis means that the data processed to create explanation, description, application, also conclusion to the problem. The result showed that in monitoring planning by Malang Residence Regional Legislative Representative was done in hearing and meeting. The object was regional act implementation, and various act which have direct connection with Malang Residence executive existence, also executive’s behavior. In implementing monitoring function, there were two mechanisms used by Malang Residence Regional Legislative Representative. They were : Hearing and work visiting the whole monitoring including four phases, started from the first phase, that was creating regional rules and act ; second phase was monitoring to the act implementation ; third phase was receiving information from people related with regional act implementation ; and the fourth phase was regional government responsibility for finding which biased from the rule. Basically, inhibition faced by Malang Residence Regional Legislative Representative were : (1) lack of information which caused the Regional Legislative Representative could not do monitoring function optimally ; (2) priority of information rights for regional government ; (3) Malang Residence Regional Legislative Representative limitation in governmental area which is too much complex ; (4) lack of technical ability.
