- This study is based on the crisscross phenomenon of the meaning of Islamic symbols. After the image of anti-Islam country which shouted loudly that anything about Islam is violation and terrorist, woman in veil as one of the Islamic symbol which expanded in pre modern era is now struggling with whole power, to defend its existence in the middle of global society’s suspicion lit the dissension in Islam itself. Based on the previous research it was conclude that women in veil are not fully asocial, that perception is made based on woman in veil identity which identical with exclusivity. The researcher interested in examining the meaning of woman in veil in cross cultural communication process. To get full knowledge this study tried to dig the meaning through symbolic interactions approach. Cross cultural communication is a symbolic exchange process between different cultural backgrounds of the people (Ting-Toomey, 1998, 21). And the participants of cross cultural communication in this research is woman in veil and woman in head cover, especially in character building of certain culture, verbal message and non-verbal message in the communication process between the woman in veil and woman in head cover. The phenomenon of using veil is a subculture in wearing Moslem clothes tradition in the world. As a product of pop culture of course veil and Moslem clothes nowadays more known as an identity of Moslem woman globally. Besides, the symptoms of non-effective of the communication process happened between woman in veil and woman in head cover related to the process of delivering verbal message and non-verbal message. This concept is which the researcher wanted to dig deeper based on the fact in field. This research used qualitative method with trying to understand culture through human behavior which reflected in communication. Symbolic interaction is more stressed on the meaning of culture interaction of a community. The essential meaning would be shown through cultural communication among the people of the community. In their communication it is clearly shown many meaningful symbols, that is why the researcher had to find those meanings through participative observation method, interviews, and collecting documents which related to the subject of the research activity. Through 4 people as research subject which are the students of University of Muhammadiyah Malang, 2 of them are wearing veil and 2 other are wearing head cover. The researcher took 5 months to get data collection. The result of the study shown that woman in veil (Ast and Ap) communicate in their surroundings like college, organization, Islamic council, daily life, and neighborhood. The characteristic of communication between woman in veil communication and woman in head cover which represented by Ap and Ast is in every communication is always based on values of the salaf principal. Like the meeting of non-muhrim man and woman have to be bordered by hijab. And they may not sit side by side to avoid slander and lust. Both woman in veil use Arabic idioms in communicating with other women who are wearing big head cover, but they also use it when they communicate with a non-veil woman to socialize the Islamic idiom accompanied by the popular language in the daily life. The message which usually appears is educative message and combination between daily life problems which they always relate with religious knowledge. Religious knowledge of the woman in veil supports their appearance, so in their speaking are not apart from the religious arguments which founded the message or the information. Accompanied the verbal message, both of woman in veil also use non-verbal message in their communication process. It can be seen from their clothing, the model and the color, dark, loose, and cover the whole body is assumed as an action to protect themselves or as a shield of avoiding reaction from people who see woman as sightseeing object. Besides, their body language as a completion of verbal communication are shaking hands, hugging, and cheek to cheek kiss every time they start and end the communication activity with the non-veil woman. In conclusion, woman in veil who lives side by side with non-veil woman is understood as a cross cultural communication which relates one another and strongly influenced by their ideology background. The woman in veil do all the social values taught fit with the salaf principal. Veil is a symbol which always follows communication behavior of the wearer (woman in veil) and veil is not an obligation in Islam. Veil is a culture which is adapted from Middle East country (because of their geographical) which put the duty of wearing veil to their indigene woman and to the society who require to cover all part of the body including face.
