- Research conducted case study on Local Government Finance Department Probolinggo district which is located at Jalan Raya Dringu No. 901 Probolinggo with the title of Regional Financial Performance Analysis Probolinggo (Before Autonomous Region And Transitional Regional Autonomy) because of the law No. 22 and 25 in 1999 is a milestone in the start of regional autonomy which is the government's efforts to achieve autonomy. The most important powers given to local government is to regulate and manage local finances. In addition, develop a research conducted by Triyasa (2006) who concluded that financial performance is less good Probolinggo district. The quantitative data used in the form of a lap [Oran accountability budget year 2001-2004 which in 2001-2003 was a period prior to regional autonomy and in 2004 was a transition period of regional autonomy. With the analytical tools used are ratio analysis of kemendirian ratio, efficiency, effectiveness, harmony and growth. The results stated that the financial performance of Probolinggo regency pre-transition period of regional autonomy and regional autonomy is good but better in the period prior to regional autonomy.
