- Several cases of change function and violation about utilization and management of RTH (green open space) in Malang City which is done by several circle of society with consequence decreasing field or RTH (green open space) area, changed with established of buildings, shops area, mall, hyper mart, and housing. In which the advantage of RTH (green open space) is as one of medium city support to be a pleasant city, beautiful, and free from air pollution. One of example of RTH types (green open space) are park, forest city, public funeral place and protected forest. This research took the problem statements: 1. How is the implementation of utilization and management of green open space related to violation of space order city based on regional regulation of Malang city Number 7 year 2001 about planning order of regional space of Malang City ? What impact will be appeared from violation of RTH (green open space) of its Malang City ? This research used the method of jurisdiction sociologic approach, the technique of collecting the data is interview with respondent or sample which sourced from Department of Park of Malang City, Department of City Development Planning Corporation of Malang City, Department of Supervisor of Buildings and Environments Control of Malang City, and Department of Permission of Malang City as the data primer took place. Then the data analyzed descriptively. From 4 Department samples gotten, the action which become effect of implementation of RTH (green open space) of Malang City is not effective, it is got the data cause of elements: a. less of desire to keep environmental conservation of RTH (green open space), b. Entering of foreign investors, c. regional need and city developing or era which growing wide and fast. In conclusion, basically RTH (green open space) which planned and decided or settled are not appropriate and not effective with hope and wish of regional regulation of Malang City , in which hope and wish of regional regulation of Malang City decided is disobeyed and misused
