- Malang City was known as education city, which effected on various boarding house existed in it. It was the background of Regional Rule No.6 / 2006 about Boarding House Entrepreneurship which contained obligation for the boarding house owner in Malang City to have Legal permission of Boarding House. The research took statement of problems: How the effectiveness of performance and factors inhibited the existing regional rule No.6 / 2006 also factors inhibited the boarding house’s owner who had no Legal Permission of Boarding House. The research aimed to find the effectiveness of performance and factors inhibited the existing regional rule No.6 / 2006 also factors inhibited the boarding house’s owner who had no Legal Permission of Boarding House. The research used socio-juridical approach, with purposive sampling technique. In this research, there found that from 3 villages as samples, Regional Rule No.6 / 2006 wasn’t effective yet since the law substance, law officer, tool, and people awareness still weren’t run well. The inhibition of this Rule was lack of socialization and too many rule. The inhibition factor for the boarding house owner, was lack of the owner’s knowledge about Regional Rule and rumor said that the Legal Permission of Boarding House was too complicated. There could be concluded if the rule no.6 / 2006 wasn’t run effective since lack of socialization, complicated procedures in legal permission, there was no inspection by the officer, lack of law awareness by the owner. The writer suggest that government should socialize the Regional rule and strict in inspection. The Government should give contra-achievement in clear way.
