  • The goal of this study is to analyze influence of district financial (PAD), Financial of Common Allocation, Financial of Sharing) and Role of Employee among regency/city in East Java during carrying out of Fiscal decentralization Data which be used are secondary data which be taken directly in source, but the data have been processed before and published by competent college, the data is panel data that data combine among cross section data and time series, having source from data base of Central Bureau of Statistics (BPS) such as PDRB, PAD, Financial of sharing profit, Financial of common allocation and Employee. The data is analyzed by using regression method of panel data. The analysis result show that Earning of District (X1), Financial of Sharing effort (X2), Financial of Common allocation (X3) and Employee (X4) variables give influence to Growing of economical regency/city in East Java that be shown F-test value about 23.461 more than F table about 25.37 and determination coefficient about 24%. While the index value of different PDRB per capita among regency/city in East Java Province show that from 1999 up to 2003 distribution of earning East Java province have not been similar (Williamsom index is far from zero). It is shown with index value that far zero (0), with average value about 1.197. with the biggest different of year in 2004 about 1.232. While the smallest of index value of Williamson in 1999 about 1.145 Based on the conclusion above, thus the suggestion that may be given to solve different, it may be minimized by doing building strategy exactly with give attention to main potential in each district along with district government have to do perfection of organization and financial management suitable in national and international environment. With autonomy policy, district government have discrete largely to serve better (good governance) of carrying out of government and building. The good government have to carrying out transparency principal, accountability, participation, efficiency and effectiveness, controlling, supremacy of law and have knowledge in future.
