- This research intent on analyzing influence Pendapatan Asli Daerah (PAD) and General Budget (DAU) to Capital Expenditure (BM) regency/town which reside in East Java. The population in this research is whole regency/town in east java which amount to 38 regency/city. Sample in this research is regency/town in East Java which have publicized Realization report of APBD in the year 2004 to 2006. so that obtained 102 years of sample able to be analyzed. Result of examination use SPSS 13 descriptive analysis indicate that year average value of sample for BMt equal to Rp.71.434,89 million while for the PADt and of DAUt equal to Rp. 51.459,17 million and Rp. 329.232,25 million. Year average of sample for the PADt-1 and DAUt-1 equal to Rp. 44.876,59 million and Rp.270.203,96 million. Results of regression analysis without lag indicate that PAD and DAU have an effect on positive significant to Capital Expenditure. While moment regression analysis with lag the result indicate PAD have an effect on positive significant, but DAU not have an effect on positive significant to Capital Expenditure. at the time of tested which is most significant influence to Capital Expenditure without or with lag, then PAD have more significant influence to Capital Expenditure than DAU. So that not consider revising of flypaper Effect, its mean the Local government in executing Capital Expenditure influenced more and considering level of value of PAD than level of value of DAU.
