  • In 2015, The Indonesian Ministry of Education and Culture launched a literacy movement in schools aimed at refining the habit of reading and writing. Mojorejo 1 Batu Elementary School Abroad is a school that has applied reading literacy through school programs. The grasp of second-grade students is a literal understanding, which is to remembrance and identify a reading. This research purposes to define: (1) the employment of reading-writing literacy for students' reading conception on second-grade students at Mojorejo 1 Batu Elementary School Abroad, (2) supporting factors in implementing reading-writing literacy for students' reading conception on Second-grade students at Mojorejo 1 Batu Elementary School Abroad, (3) inhibiting factors in implementing reading-writing literacy for students' reading conception on second-grade students at Mojorejo 1 Batu Elementary School Abroad. A qualitative research approach through descriptive type had been employed in this research. Sources of this research are the principal, second-grade teachers, and all second-grade students. This research was conducted on February 21 - March 9, 2020. This research used interviews, observation, documentation, and notes. Along with the analysis conducted by the researcher, the implementation of reading-writing literacy has been carried out through school programs that are carried out every Tuesday in accordance with The Indonesian Ministry of Education and Culture. Supporting factors are the availability of facilities and infrastructure that support in implementing reading-writing literacy. The inhibiting factor is the lack of parental knowledge about literacy and the lack of human resources for librarians at school.
