- Drugs are a major problem faced by the Indonesian state, the Indonesian government has tried various ways ranging from the weight of the prison law which caused the excess of Lapas capacity, in addition to the efforts there is an effort The other is doing rehabilitation for drug abusers according to article 54 Act No. 35 year 2009 about narcotics.This study took problems regarding how the implementation of Article 54 Act No. 35 year 2009 about narcotics of Malang Regency and what are the constraints in implementing of article 54 Act No. 35 year 2009 about narcotics .This research uses a approaches juridical–sociological method, primary data sources obtained from the field and secondary data sources from the journal and statutory regulation and data collection techniques in the form of interviews to parties from BNN District Malang, documentation using quotations as well as library studies both using books as well as from the Internet.Then the research is analyzed in a descriptive. Based on the results of implementation process at BNN District Malang is done by reporting, acceptance (assessment, physical and psychological testing and urine test) followed by a therapeutic plan.The effectiveness of rehabilitation can be said to be quite effective with the low number of relapse (recurrence/repetition).related constraints still have problems of facility and the cuture side.Advice on the need for community participation in the rehabilitation process
