  • Every children needs a special protection and care, including those contained in the Law, because children are very susceptible to interference that occurs both physically and psychologically resulting from an act of intercourse,especially for children with Special Needs that get special protection, therefore the research questions of this research is 1. What are the forms of Legal Protection for Children with Special Needs as a victims of Sexual Crimes in the Visum et Repertum (VeR) process? 2. How is the effort to fulfill legal protection for Children with Special Needs as a Victims of Copulation in the Visum et Repertum process? 3. What are the difficulties faced by the Malang City Police Station Unit for Women and Children (PPA) in Legal Protection of Children with Special Needs as Victims of Copulation in the Visum et repertum (VeR) process and what is the solution? In this research, the writer uses sociological juridical method with direct research in the Unit of Women and Children of Malang City Police station and the result stated that in the form of legal protection given by the City Police of Malang very varied such as giving legal protection in accordance with Law Number 23 of 2002 concerning Child protection, Law Number 8 of 2016 concerning Persons with Disabilities in order to provide special rights that must be obtained by Children with Special Needs if they become victims of a crime of sexual intercourse also taking preventive measures, which are actions to prevent and prevent the police by children or special needs children who have been victims as well. There are also repressive efforts, namely efforts to process acts of sexual intercourse against children and children with special needs who violate the law in accordance with applicable laws may be subject to sanctions in the form of criminal sanctions.
