- This study discusses the reasons for Italy to join the Chinese Belt and Road Initiative. This research uses James N. Rosenau's adaptive model of foreign policy theory, which explains that the process of making foreign policy influenced by three factors, namely, external, internal, and leadership changes. the research uses qualitative explanative approach which data collected through literature review. The results of this study indicate that the Italian government's policy to join the Belt and Road Initiative is influenced by changes and demands that arise, including external factors in the form of poor relations between Italy and the European Union and the emergence of China as a new economic power, then internal factors, namely the Italian political and economic crisis, and the leadership factor, the election of Giuseppe Conte as Italy's prime minister.
