  • The agrarian problem in Indonesia is caused by the low level of ownership of land certificates. Land certificate as legal proof of land ownership. The land management process is carried out sporadically by the government through the Systematic Complete Land Registration program (hereinafter referred to as PTSL). Sumberoto Village is one of the villages that implemented PTSL in 2019. The urgency of the PTSL program in Sumberoto Village was not urgent, but the Village Government insisted on holding this program. This caused conflict during the mass certification process. The interesting in the PTSL phenomenon is how is the action of the village government in the mass certification process? What kind of rational thinking underlies the thinking of the village government? The research carried out aims to describe the causes, reasons and flow of rationalization of the village government in the implementation of the PTSL program. The theoretical approach used in this study includes social action based on the rationalization of the acting actors. Social action is divided into four types, namely Zwerk Rational (Insrumental Rationality Actions), Werktrational action (Rational Value Actions), Traditional actions (Traditional Actions), Affectual actions (Intellectual Actions). This study uses the use of a phenomenological qualitative approach with a social definition paradigm that includes the meaning of individuals as actors who are aware of the actions they take. Methods of observation, interviews, documentation studies are used to analyze data obtained from tangible fieldwork in reduced, described and interpreted field notes. The research show that the Zwerk Rational Act (Insrumental Rationality Act) is the dominant action taken by village government actors in which there is orientation or interest. The government seeks to improve administration, especially in the area of land which gives financial losses to village government actors. Taking the certification program is inseparable from the interests of groups to be able to master politics in the village. Rationalization carried out by government actors is influenced by economic and political factors.
