  • This research is motivated by sexual violence against children with special needs which has been increasing in Malang in the past year. The increasing cases are done by irresponsible people that are taking advantage of the condition of children with special needs and set them as their targets. Seen from the KOPPATARA data up to 2019, the cases of children included in the KOPPATARA report in Malang Regency, 30 percent of it are sexual violence cases occurred in children with special needs. In this research, researchers used factors that could foster interpersonal communication as a concept. There are three of them, including trust, supportiveness and openness. These three factors together have a great influence in the formation of interpersonal relationships between counselor and victim when counseling activities are being held. The research method used is a qualitative approach, with descriptive type. Data collection techniques done by researcher were interviews and documentation. Technical analysis of the data used were data collection, data condensation, data presentation and finally conclusion making. From the research explained above, it can be concluded that when counseling activities between counselor and victim take place, there is a primary communication process happening all along. Where the communication process that occurs involves face to face counseling which allows the counselor to give a direct response to the victim. This also helps the counselor to direct the next session flow. To foster primary interpersonal communication, the counselor applies three other factors mentioned before, such as trust, supportiveness and openness.
