- The phenomenon of street children in Malang is a thing that can not be underestimated. Especially by the various cases of exploitation that close to the street children’s life. As a from of attention on handling the problem of street children, Government of Malang has policies that related to the problem of the street children. One of the policies is Regional Regulations No. 9 Year 2013 Regarding the handling of street children, vargants and beggars. This study is examined by regulation of the minister of social affairs. Handling of street children that conducted by the government is kind of social action. To implement the policy on street children in Malang required performance elements of social walfare development such as inputs, outputs, benefits and impacts. The process of data colutions, researcher used some methosd which are interviews, observation, documentation and literature. To analyze the theory researcher used qualitative research menthods that will be presented descriptively. The treatments of street children by the government are still have some problems whichis very dynamic, it simply because of the difficulty of change the mindset for the education of the street children is very low. Handling the street children that donducted by the government is a response if the number of children who take to the street. It is a social act, which is where the action is in the from of government and the community’s role in providing services such as training. Assistance, and protection, so as to realize the discipline and independence of street children.
