- In Article 106 Paragraph (1) of the Act LLAJ establish rules regarding the prohibition of the use of mobile phones on the road to be followed by the entire community, especially a motorcycle online, but the facts on the ground a lot of violations by motorcycle online. This study concerns the use of mobile phones by formulating an online motorcycle on the highway in relation to Article 106 Paragraph (1) of the Act LLAJ and how effective article with a view of the enforcement by the Police Malang. This research used socio-juridical approach, with primary data collection techniques such as interviews with DIKYASA Traffic Police Chief Unit Malang and motorcycles online as well as secondary data ticketed use of mobile phones. From the results obtained by the fact that the rules were violated by a motorcycle online from Article 106 Paragraph (1). The conclusion, that the mobile phone is the main tool motorcycles jobs online while law enforcement has been effective with a speeding ticket violation the use of mobile phones. But this article is not effective because it can hinder the work of a motorcycle online. Suggestion, there should be a revision of Article 106 paragraph (1) of the Act LLAJ by adding exclusions use of mobile phones in the explanation of article and provide legal protection on a motorcycle online.
