- Before operation of the Suramadu Bridge, Ujung-Kamal Harbor was the only way acces to Madura Island. This route is operated by 3 vessels namely KMP Tongkol, KMP Gajah Mada and KMP Joko. Since the operation of Suramadu Bridge, passengers of this crossing sea have experienced a decline in passengers, causing company revenues to decline or suffer losses. The purpose of this research to find out how much the costs are in accordance with ship operations, the ability of service users and transport service providers, and also as input to the government in determining the costs of crossing transportation. Analysis of the calculation of fares incurred by passengers is the calculation of the ship's operational costs, ability to pay and willingness to pay. To find out the amount of ATP and WTP data obtained from questionnaires distributed to non-vehicle passengers. From the results of the analysis in Ujung Harbor according to operational costs, the minimum boat tariff is Rp.5,770 for general passengers and Rp.3,990 for special passengers, while according to the community's ability (ATP) Rp.5,354 for general passengers and Rp.4,014 for special passengers, and according to the community's willingness to pay (WTP) of Rp.5,503 for general passengers and Rp.4,661 for special passengers. The analysis shows that the ability and willingness to pay the public is still above the applicable tariff.
