  • Government programs in growing a culture of reading and making students become literate individuals are welcomed by the implementers of educational programs. The literacy program movement at SD Muhammadiyah 5 Malang, especially numeracy literacy which has been carried out since 2018 is in the development stage. The program needs improvement to maximize its implementation. This study aims to determine: (1) the implementation of numeracy literacy programs in learning mathematics in grade 4 at SD Muhammadiyah 5 Malang, (2) supporting factors and inhibitors of numeracy literacy programs in mathematics learning grade 4 at SD Muhammadiyah 5 Malang, (3)the efforts made to overcome the problem the implementation of numeracy literacy programs in learning mathematics in grade 4 at SD Muhammadiyah 5 Malang. This study uses qualitative research and describes the findings in the field. Data sources were obtained from the principal's interview, literacy teacher and class teacher, direct observation and documentation study. The study was conducted on September 24-October 4, 2019 at SD Muhammadiyah 5 Malang. This study uses miles and huberman models The results showed that (1) in numeracy literacy learning is good enough in contextual and problem-based concept planting, but rarely uses projection based learning. (2) Facilities and infrastructures that need to be improved, learning motivation is also an inhibiting factor in learning, but there are supporting factors such as the allocation of funds for the numeracy literacy program and teacher training for the literacy program to be able to correct existing problems. (3) The school has formed its own literacy team, teacher training for numeracy literacy programs and the involvement of student guardians. The results of this study are suggested, revise, and improve facilities and infrastructure, using various models and methods in the learning and teaching process so that students are more motivated.
