  • HOTS empowerment in school is needed to improve, especially in Muhammadiyah 1 High School of Malang. HOTS-based learning device need thoroughly implemented, because HOTS-based learning device only by inserting HOTS type questions, while the syllabus, RPP and UKBM are not yet oriented to HOTS. The activeness of students in the learning process in the classroom is still lacking and the learning difficulties experienced by 50% of respondents are the many insights on the material making it difficult to memorize and remember the material. This is one of the factors that HOTS students' ability needs to be improved. The purpose of this development research was to make HOTS-based biology learning device based on HOTS class XI motion system material in SMA Muhammadiyah 01 Malang which was valid, practical and effective. The type of this research was a development research with ADDIE development model which had five stages, namely: analysis, design, development, implementation and evaluation. This research was equipped with syllabus, RPP, UKBM, and test questions validation instrument. The product evaluation result of this development research used quantitative and qualitative data obtained from learning device experts, material experts and students. The result of the percentage of validation obtained from the learning device experts were 84.3% syllabus very feasible, 80.2% RPP very feasible, UKBM 72.2% feasible, and 83% test questions were very feasible. While the result of the percentage of validation obtained from material experts were the syllabus 77% feasible, 70% RPP feasible, 80% UKBM feasible and 80% test questions feasible. Based on the validation of the quality and feasibility obtained showed that the HOTS-based biology learning device was appropriate to be used as a design of teacher teaching materials. In addition, HOTS-based biology learning device was practical and effective in the learning process, so that it could create a student-centered learning process and be able to improve students' higher-order thinking skills.
