- SINGO program based on E-Government in Sawojajar was expected to gave easier and effective service to people, so that answering most of problems related to public service which is these days complained by people, minimizing out of control problems such as: fake ID and Family card, unregistered people on civil registration, and so on. This research using qualitative method that attempted to reach the verbal data via interview, and written data by doing an observation to documents, and observed person using observation in order to receive objective data. Effectiveness Theory in this research is purposed as descriptive explanation to role and function of Malang Online Service System (SINGO) as a process from the input data to the output data that meditate people’s administrative involvement in fulfilling their needs was suitable to the main goal that has been planned or not. So that the effectiveness productive level of this service system can be found. In conclusion of this research is effective service is needed by all people, and if we have seen this service program (singo) it was effective, because one of most effectiveness on this program, it can save more time in managing some of license and detect fake ID and Family card. Beside it, there is some obstacle to run this program; 1). Peoples, neighborhood association, and citizen association has less knowledge of this program; 2) Sawojajar’s Village Officer doing less publication for Singo program; 3) People in Sawojajar have minimum level of response to access this program and limited service product. By these boundaries, hopefully this program will always make an improvisation for the sake of better and effective service. Keywords: Effectiveness, public service, E-Government.
