  • Public services become the main identity of the government as a bureaucratic organizer. Poor services given by the government to the public would result negative viewpoint from the public themselves. As one of the agencies of the government, the Regional Information and Communication Office of Kediri implements the E-Suket (Electronic Certificate) as an innovation that was brought to solve problems of the public services that existed in the city of Kediri. The method used for this research is descriptive qualitative method. The subjects are conducted with the society and the head of the Resources Development Division of Regional Information and Communication and Information Office of Kediri. The location where this research was being conducted was at the Regional Information and Communication Office of Kediri, Basuki Rahmat St. No. 15, Pocanan, Kediri City. The innovation of E-Suket (Electronic Certificate) as the public service is an enhancement in the system of public service in the city of Kediri, which was the change from the manual system to the online system services. E-Suket is an online application used to apply requesting letter for society needs through urban village and can be accessed efficiently and effectively. The presence of E-Suket as the innovation of the government of Kediri city is still unable to solve the existing problems. This is because of the human resources in the field of the informatics engineering for application administration in each urban village. Improvement and supervision system by the Government of Kediri City is essential in order to provide the citizens of Kediri City a trouble-free access in submitting the requesting letter through E-Suket.
