- For five years in a row starting from 2014-2018 the number of tourists visiting the Malang city continued to increase from 2.4 million to 4.8 million. This achievement became the government's motivation in increasing tourism in Malang. One of the attractions that then began to be developed is the Kajoetangan haritage tour which is a new tour that was inaugurated in April 2018 which carries the theme of historical and antique heritage located in the center of Malang. So far the problem faced in the development of Kajoetangan tourism is the balance in development aspects. Kajoetangan tourism development is more focused on the aspect of tourist attraction in the form of the introduction of haritage buildings, antiques and spot-themed photos of the haritage so as not to pay attention to aspects of accessibility, facilities and infrastructure which then makes the floating of Kajoetangan tourism not yet running optimally. The research method used is descriptive qualitative to provide an overview of the Pentahelix Model of Governance Collaboration in Kajoetangan Haritage tourism development and its problems. Data collection techniques are carried out through the process of observation, interviews and documentation. The theory used is the collaborative governance of Amarson and Nabachi with pentehelix as the driving axis, namely government, community, private sector, acrobatics and the media. The results showed that collaboration between the Kajoetangan community, Malang haritage commonity, Disbudpar, soak ngalam business agents, Malang city guede media and Malang Institute of Technology academics. Each of these actors has acted as a facilitator, carried out tourism promotion and support in the implementation of a collaborative activity program even though it has not focused on all aspects. Achievement of collaboration activities shows that Kajoetangan haritage tourism has begun to be known to the wider community but in terms of the contribution of regional income is still not significant. Overall, the embodiment of collaboration is then implemented through the existence of shared principles through dialogue forums, shared motivation and capacity between actors. But there are some shortcomings, namely in this case the imbalance of Kajoetangan tourism development in terms of facilities, accessibility and infrastructure as well as the lack of coordination between actors and commitment challenges.
