The aspects of governance have led to the concept of collaboration. Collaboration in the administration of government or in the provision of public affairs is referred to as collaborative governance. The purpose of this study was to determine and analyze collaborative governance in the development of Kampung Coklat education tourism and analyze the inhibiting and supporting factors of collaborative governance. The theory used in this study is the theory of Ansell and Grash about collaborative governance. The research method in this research is descriptive qualitative. Source of data comes from primary and secondary data with data collection techniques by means of observation, interviews, and documentation. Data analysis techniques namely data reduction, data presentation, and drawing conclusions. The results of his research are collaboration between the sectors that still have weaknesses and shortcomings. However, the collaboration carried out by the private sector as the owner of this tour, Blitar Regency Government seeks to socialize and promote tourism, tourism development, enhancement of tourism products, in addition to public awareness. by the Blitar District Government for the development of tourism. There is no ongoing communication forum. Supporting factors are the strong commitment of the Blitar District Government to increase tourism development. The positive catching power of the surrounding community towards the development of Kampung Coklat tourism.
