- This study discussed the comparative study: the role of APTERR to ensure food accessibility during a natural disaster in Myanmar and the Philippines. In order ensuring food accessibility, APTERR has the role to maintain the rice price stability in Myanmar and Philippines. This research adopts a conceptual approach which is the Regional Food Security Governance (RFSG) perspective to develop a conceptual framework about tackling food security issues with a comparative descriptive method. Author then contextualizes this framework for the establishment of regional food reserve namely APTERR. In order ensuring food accessibility, it is implemented through maintaining rice price stability. Based on this research, in the context of Myanmar and Philippine, a way to stabilize the rice price is by the food assistance based on country needs.
