  • Along with the increasing growth of vehicles every year it should make revenue in terms of parking fees increase, but this reality is inversely proportional to the reality that is happening now, instead of increasing revenue in terms of levies, the increase of vehicles makes a lot illegal parking increasing in the city of Surabaya. The amount of illegal parking on the shoulder of this road make causes a leak in the parking retribution which affects the original revenue of the city of Surabaya. This study used the Theory of Approach invented by Edward L. Thorndike. The process of data retrieval is done by the method of observation, interviews, and document analysis. The type of this research is qualitative which is described descriptively. After the data is collected, the data will be analyzed using data analysis Interactive Analysis Model by Miles and Huberman (1984), namely (1) data reduction; (2) data presentation; and (3) drawing conclusions. At the beginning of 2017, there were 1,852,348,000 on roadside and 254,363,000 in special parking. And at the end of the year it has increased both on the roadside and in special parking lots that is 2,065,803,000 on the roadside and 278,798,000 in special parking lots. From these data it can be seen that there is a significant increase, this is also due to the increase in vehicles that occur every year. The Department of Transportation was success to increasing parking retribution revenue. The strategy used by The Department of Transportation Surabaya City in order to increase parking fees is by building a vertical parking building on Mayjend Sungkono Street and named “park and ride”. This parking lot is quite effective because it is close to the office complex, shopping center, and Joyo Boyo terminal. In addition to building the park and ride the Department of Transportation also applies an E-Parking payment system located in Jembatan Merah Area, Tunjungan, Tugu Pahlawan, Blauran, Pasar Atom, Bungkul Park, Embong Malang, Surabaya City Hall, Kertajaya, and Keputran where parking service users can pay parking fees using E-Money cards. In addition to these matters, The Department of Transportation Surabaya City also added personnel to supervise parking attendants.
