This study aims to explain the collaboration carried out between the General Election Commission (KPU) and the National Unity and Politics Agency (Bakesbangpol) of Malang City in increasing political participation of novice voters. This research focuses on two things, namely how the collaboration process and problems in the collaboration activities. Furthermore, this research will explain aspects of the activities, leadership, communication, trust and cooperation results. This research uses descriptive qualitative research methods. The data source used was the results of interviews with informants, namely the Chairperson of Malang City KPU and the Head of Politics and Relations of Malang City Bakesbangpol Institution. Data collection techniques using the method of observation, interviews and documentation. While the data analysis technique uses four stages including, data collection, data reduction, data presentation, and drawing conclusions. The results of this study indicate that collaborative activities are carried out through socialization and political education activities for novice voters. The leadership aspect has been demonstrated by leaders from each institution. The leaders of the two institutions took the initiative to cooperate with each other. Communication aspects in practice are carried out formally or informally or in face-to-face meetings or through certain media. But in terms of trust, there is no credential or MOU. Meanwhile, the results of the collaboration could not be seen from the number of political voters from the novice voters because the Malang City KPU did not conduct a special study on the number of novice voters. While the problems that arise include the absence of an MOU or a letter of cooperation agreement between KPU and Bakesbangpol Malang and activities that only focus on election socialization.
