- Housing development in Malang is very intensively built, it is due to the many requests from buyers, this is also because the city is often visited by local and foreign tourists to stay in this Malang city. it also attracts the attention of investors who will invest their capital in the construction of housing in the city of Malang. From this it makes researchers make research on value engineering, which is expected to get cost savings without having to reduce the quality of the goods. As for analyzing the value engineering has a sequence of workmanship, including the information stage, the analysis phase, the creative phase, the development phase and the recommendation phase. The decisive results of this research include classifying the largest development costs with the Pareto law and analyzing the value engineering of the items with the highest costs. As for the results of this study, among others, savings are made on concrete work by manually changing the concrete to be converted into readymix concrete. savings of Rp.478,970,665.25 or by 13% Furthermore, by applying it to plastering, the value savings obtained in this study were 2% or a number of Rp. 310,097, - for the roof work the savings are Rp. 178,731,221.- or equivalent to 27% of the initial value.
