- Problems related to waste that are increasing every year can result in environmental pollution, sources of disease, and the stability of the air space being out of control. The issuance of Law No. 18/2008 concerning Waste Management requires that the handling and management of waste in each Final Processing Site (TPA) from open dumping change to a controlled Landfill. The formulation of the problems in this study are: (1) How to implement community empowerment based on innovation in waste management in the Final Processing Site (TPA) of Pakusari Regency in Jember (2) What is the impact of community empowerment based on innovation in waste management at the Pakusari Final Processing Site (TPA) Jember This research uses descriptive research with a qualitative approach. The focus in this research is the handling and management of waste, increasing the role of the community, and the economic, social, and environmental impacts of implementing innovation. Data collection techniques carried out through interviews, sharing, and documentation. Analysis of the data of this study used the Creswell analysis model. The results of this study indicate that the application of community empowerment based on innovation in waste management in the Pakusari Landfill from the Department of Environment of Jember Regency and the management of the Pakusari Landfill run well. This can be shown by increasing community participation in reducing waste, there is no longer any rejection from the community about the existence of TPA, on the other hand Pakusari TPA is attracting visitors with educational tourism in learning related to waste management and management. The existence of the TPA Pakusari also has a positive impact in terms of sustainable development based on economic, environmental and social aspects.
