- MASTER Aplication is an innovation developed by the Regional Civil Service Agency of East Java Province in order to improve staff management which has been using the administration personnel approach to be a human resource management approach. This program was created in order to realize the concept of Electronic Government. In this system there are three elements that support the running of this application, namely the Central Operator (BKD), Facilitator, and User (All ASN). This study aims to find out how the implementation of innovation (MASTER) Application and how the obstacles are. In this study, it was found that the MATER application was created and managed by BKD employees themselves without involving third parties, so it was profitable, because it was very efficient. The application as a whole is handled by the BKD as the central operator and is assisted by the facilitator as a representative of each agency. Then in this study the researchers also found a problem related to implementing the MASTER application program innovation, namely the lack of ASN's ability to operate the Computer. the implementation of the MASTER application program innovation has been going well because indeed based on the indicators of successful implementation there is already very good infrastructure readiness, then the positive response from ASN to the MASTER application although there are few obstacles when integrating data, then stakeholder involvement also goes well, only readiness of human resources (Apparatus) alone experienced a few obstacles because indeed most of the employees who acted as operators and facilitators many did not have the skills to operate computers properly.
