- The current government has rolled out several economic policy packages aimed to improve people’s standard of living. Thus far, the policy package has entered the 13th volume of economic policy package. Analysis of Traffic Impacts is one of management and traffic form. This is an obligation in every settlement development plan, infrastructure and central activities that can generate congestion. In this study, the researcher is using normative juridical research methods. This research methods are conducted to find legal rules, legal principles, or legal doctrines in order to answer the facing problem, which is done by examining library materials or secondary data. Andalalin is a legal product which produced by the government in order to protect its citizens from the negative impacts of congestion. In fulfilling this Andalalin document there are still many developers who ignore and consider the document is not important. Based on the results of data analysis, it was revealed that the researchers concluded that there were several research results. Picture of Malang (1) Malang Is the Second Largest City in East Java, and (2) The Condition of Roads in Malang is very good. Implementation of Andalalin (1) Housing Involvement Rights in the Housing Law Perspective. Rights of the Road User (1) Occupy, Enjoy, and / or Have / Obtain a Home that is Eligible in a Healthy, Safe, Compatible and Regular Environment (2) Obtain Information Related to the Organization of Housing and Settlement Areas.
