- Public services are one of the important functions of government besides regulation, protection and distribution. Public service is both a process and an output that shows how government functions are carried out. In line with Law No. 25/2009 article 1 concerning public services stating that public services are activities or series of activities in the framework of meeting service needs in accordance with statutory regulations for every citizen and resident of goods, services and administrative services that are provided by public service providers. Theories used in this research are innovation, e-government, and public services. Innovation as a result of new thinking and later can be applied and get maximum results. By using e-government as a component in the realization of innovation in the era of globalization. carrying out these two things, then public service is a mission that must be realized, it is hoped that with innovation and e-government, it can have a more efficient impact on public services in the bureaucratic sector. The method used by the writer is a method of using descriptive writing. With a qualitative approach and also using data collection techniques, namely: Observation, interview, and documentation. Where the research subjects used for data collection are, Dinoyo urban village of Malang city, Admin Sakdino, Headman of RT / RW of Dinoyo Urban Village, and Dinoyo Urban Community. The conclusion of the results of research conducted by the author for the Population Administration Services Innovation Program Through the Application of the Dinoyo Population Administration Service System (SAKDINO). The usefulness of this application in the Dinoyo urban village of Malang city is to cut down the bureaucracy, in other words it can shorten the time, expedite the process of implementing services, and give satisfaction to the public against the bureaucrats. Headman of Dinoyo as the initiator of the idea of making SAKDINO program. SAKDINO admin is responsible for managing and managing the application system. RT / RW as an extension of the urban village, and as a gateway to the community in the urban village.
