- This study discusses the consideration of East Timor government on the initiation of the East Timor-Indonesia-Australia Growth Triangle (TIA-GT) trilateral cooperation which covers the economic and social fields. East Timor, Indonesia and Australia, met to talked about this cooperation on 2013 and marked the official implementation of the cooperation through the establishment of a special mission unit for each country. But not much activity took place, until the government of East Timor represented by João Mendes Gonçalves visited Indonesia to discuss the continuation of this collaboration on 2015. This study uses the Adaptive Model of Foreign Policy, which generally explains that a country's decision making is influenced by external (external), domestic (internal) factors and community structure and the Growth Triangle concept that explains the form of cooperation between countries located close geographically and strive to develop economic capacity and underdeveloped regional infrastructure. This study uses an explanative method, using literature studies and interviews as method of data collecting. The results of the research found that East Timor considerations are based on citizen orientation to be an advanced state, through fulfilling its national economic development targets carried out by the government, in the leadership of Prime Minister Xanana Gusmão and issue of ASEAN Community implementation.
