  • The Iran nuclear program is accused by the west of military interest, after Iran announced its ability to enrich uranium in the era of president Khatami. But Iran rejects the allegations and argues that its nuclear program is aimed at peaceful purposes. Some attempts by the West to stop Iran’s nuclear program. One of them is trough the negotiating table. However, Iran continued its nuclear program and refused to that negotiations until the election of Hasan Rouhani as President Iran. Rouhani, after being elected president, promised to expel Iran from the economic crisis, one way to do nuclear negotiations with P5+1. This study discusses the sources behind the policy of Iranian government that is willing to hold negotiations regarding its nuclear program with the P5+1 state in Geneva. The research framework is based on the Foreign Policy Formulation theory which is based on the viewpoint of the Iranian government. The result of this study indicate that there are two sources, namely internal and external background of the participation of the Iranian government in Iran’s nuclear talks in Geneva. Internal sources consist of Iran’s desire to improve Iran’s economiy which was hit by a crisis due to international sanctions. Then nuclear utilization efforts as renewable energy and moderate political influence from the Iranian president. The external sources are international sanctions which have been difficult for the Iranian econonmy. In addition, pressure from Iran’s largest trading partners namely Rusia and China to accept bargaining offers from P5+1.
