- Community social diseases that occur in Malang Regency are very numerous, one of which is narcotics abuse. Narcotics contain negative addictive substances and are very dangerous for the body. Narcotics abuse can cause dependency syndrome if its use is not under the supervision and guidance of health workers and does not have the authority to do so. Drug abuse has occurred in various communities, both young and old, the problem in this study is about the factors that cause adolescents to abuse narcotics and how effective the implementation of medical rehabilitation of adolescents as victims of narcotics abuse. The problem approach used in this research is to use sociological juridical and qualitative juridical. From the results of this research and discussion shows that the lack of understanding of the law, economic difficulties, education, and the surrounding environment is a factor that makes adolescents abuse narcotics. So far the prevention efforts undertaken by the National Narcotics Agency of Malang Regency, namely: pre-emptive, preventive, repressive, and curative efforts, the effectiveness of medical rehabilitation can be said to be effective if medical rehabilitation patients obey and be cooperative in undergoing all good directives during rehabilitation take place and also after the rehabilitation period is over.
