- In the era of autonomy today social welfare development in the field of children is still a problem, on one side of physical development to increase the Community's economy into a proiritas compared to the development of social welfare. In relation to the role of social service of the East Java province in the development of social welfare in the child field signifies how the government seeks to ensure the children's rights to overcome the social function barriers of children. Many school teachers are difficult to classify the child's problems. This can be triggered because not all teachers in the school are set in the extraordinary education so that there is minimal knowledge related to the child's handling with special needs, the education Office should follow up with the policies and every task and function Teachers applied. So that the application is not only limited to the institution, but also the community elements. The methods used in this study are descriptive with qualitative analysis. While the data collection techniques are done through interview methods, documentation and observation. The research was conducted in Batu city related to the place to be meticulously by the authors. In this research author uses the theory of UPT role of PPSPA Batu, child welfare. The role of UPT PPSPA Batu is an effort undertaken by the Government of the social service of East Java province to alleviate children's behavioral problems and barriers of child self-adjustment with the goal of children aged 10-15 years (class IV, V, VI) of elementary School/ The Mandrasah Ibtidaiyah. In practice through a program of Tetirah for (PMKS) The social welfare problem has been running quite well, in 1 year the child who receives the benefit of every generation consists of 2 district/city period per 1 Months. This is a manifestation of the government's efforts by forming a social institution to deal with children who experience obstacles both physically, mentally, and socially. The constraints that are experienced by UPT PPSPA Batu are some people still assume that children who live while at UPT PPSPA are children who are naughty so they look bad children who live while in the place. So many schools and parents are ashamed if their children stay while in the social orphanage. While the children who face the law often do not get the proper mentoring but instead removed from the school.
