- The State Civil Apparatus (ASN) as an adhesive and unisex of the nation has a duty and function in serving all public needs for that ASN is required to work professionally and politically neutral. The implementation of concurrent elections becomes the main problem of ASN, because the magnitude of resources and capabilities of ASN have become the attraction of interest in political interests. According to a report from the election supervisory agency during the establishment of simultaneous elections in Bima in 2018, there was a breach by ASN as many as 28 cases. The violations committed during the first regional elections in Bima in 2018 became important records that need to be addressed in the future of bureaucracy. To achieve a good degree of development is required ASN which has competence and neutral in politics as one of the main requirements to create a resonating atmosphere. The method used in this study is qualitative is descriptive, describing the neutrality of the state civil apparatus in the data collection techniques used are documentation, interviews and observations in the field, as well as Secondary data collection to support this research, and in using theoretical analysis used is Max Weber bureaucracy theory. From the results of research conducted that ASN involvement in the political practical to support one spouse candidate mayor and vice mayor by directly involved in the establishment of a winning team, attending the event of the declaration of spouse candidates and Conducting a campaign at an educational venue. Violations committed during the implementation of simultaneous elections in Bima year 2018 is not only a violation of the code of Ethics and code of conduct of officers ASN, but also into the territory of criminal electoral offences election. The breach of ASN during the implementation of simultaneous elections in Bima year 2018 in addition to the lack of ASN commitment to neutral, where the weak oversight and weakness of sanctions are given against the ASN proved to be involved in practical politics. This is the allotment of sanctions as a deterrent effect to ASN employees from repeating the same deeds. Keywords: ASN, neutrality, local elections, practical politics
