- Village autonomy is the autonomy of rural communities is a condition in which the village settings done by the community through the institution / community institutions, not by the village government alone. Village Consultative Body (BPD) and the community are actors who perform the control to make the village government accountability. Community control of local elites is an important indicator of participation as an arena that allows local elites accountable and responsive to the interests of citizens. The writing is taking the problem formulation. How the implementation of functions and authority of BPD in the Village District Talok Kalitidu Bojonegoro, what factors are to be obstacles in implementing the Regional Development Banks and authorization functions, as well as any efforts taken to streamline performance BPD. Writing uses sociological methods juridical approach. Source of data used include the source of Primary and Secondary data. Data collection techniques in the form of interviews with respondents from the population Talok Village officials, Members of BPD Talok village and villagers Talok, then the results of these studies are descriptive qualitative analysis. In carrying out the functions and powers in the village of BPD Talok the year 2009 with the mayor has set about APB Village Regulations related to the implementation of village development / improvement of rural road funding comes from Bojonegoro Budgets. In conclusion, implementation of functions and authority of the village Talok BPD can not be optimally implemented, it is because of: lack of coordination of work between the BPD with the village government officials, lack of budget provided by the village government for operational BPD, and on the other hand the village community level pastisipasi to channel their aspirations to BPD is also still very low.
