- Construction Management or project management is an activity of planning, organizing, directing and controlling resources in the form of man, money, time, technology and materials to achieve the defined objectives and clearly defined, as efficient as possible. Cost is the total amount of expenditure required in a development project from the early stages of implementation until the project is completed. Length of time is the number of days required to complete a construction project. Human Resources is the number of workers required to complete a construction project. Projects under study in this thesis is a building site District General Hospital located on the road Dr. Sucipto Wlingi Blitar district of East Java Province. The building project has a land area of 3240 m2 with the length of 60 m and 54 m wide consisting of three floors From the calculation of costs based on analysis of material prices Blitar fiscal year 2008 the total cost amounted to Rp.27, 208,482,117.93 (including VAT 10%). The result of calculation showed that the duration of the project implementation plan can be completed 330 days. Results of the analysis show that how to organize and put human resources in order to avoid large-scale fluctuations is to flatten the use of labor (recource leveling), namely by shifting the work schedule which has a float in such a way that does not interfere with the overall project completion. From the calculations in getting that human resources are in use during the project is 3528.02 persons
