  • Malaysian Airlines Flight (MH17) on July 17, 2014 was shot down by Ukrainian separatist groups over an armed conflict that killed all passengers and crew. International organizations in civil aviation namely ICAO play an important role in coordinating the countries involved in shooting incidents MH 17. By attempting to arrest MH 17 shooting cases in terms of causes of accidents to responsibility for shooting. Using Stephan Krasner's International Regime theory and the concept of Civil Aviation Security and Safety as a conceptual foundation. International regimes that are considered capable of coordinating behavior on the state or members of the organization and the Chicago Convention as guidelines in establishing safe civil aviation. As a result, ICAO played a role in civil aviation as a set of norms, rules, principles and decision making procedures in which each country united in a problem area to deal with problems in the scope of civil aviation and guided by the Chicago Convention.
