- Based on the need analysis which was conducted on January 22, 2019 the results of initial obervation on fourth grade students showed that during the learning process students used thematic books and student activity sheets which were obtained from the government. The teacher also used learning media, either visual or audio visual media. The teacher believed that the learning had not been widely conveyed in the learning process of local cultural elements or had not been linked to thematic learning during the learning process due to the lack of gained teaching materials. The research objectives are (1) to develop a thematic student activity sheets contain of typical cultural elements in Batu City (2) to dig out the students' responses to thematic student activity sheet in the theme typical cultures in Batu City. The research of student activity sheet development utilized R&D research (Research and Development) using the ADDIE model (Analyze, Design, Development, Implementation, Evaluation). The subjects as the data source in this research were students in fourth grade of Pendem 01 Elementary School, academic year 2018-2019 in the total of 32 students. Data collection techniques employed observations, interviews, questionnaires, and documentations. Data analysis techniques employed descriptive qualitative data analysis and quantitative analysis. The results of the research yielded that: (1) after the researcher developed the student activity sheet through the validation of the material expert, linguist, teaching material expert, it showed that tested teaching material in the class had no revision. This is indicated by the percentage acquisition of material expert in the amount of 94.2%, 88.8% from linguist, and 86% from teaching material expert (2) the usage of student activity sheets got very good response from users, with the results of the student response questionnaire with the percentage of 98 % at Pendem 01 Elementary School. The results of development research of the thematic culture student activity sheet of typical culture in Batu City is suggested to be utilized as teacher's reference to increase the students' insights regarding the culture of Batu City.
